TMD worked with RTA to develop a service reduction plan for FY22 in response to a decline in revenue resulting from COVID-19. TMD identified over $3 million of potential resource savings, looking at the lowest-performing parts of the network. Guiding strategies for identifying service reductions included: maintaining the integrity of the core network; adhering to established performance standards; reducing overlap/duplication of services; and, replacing under-performing services with microtransit pilots. The plan was approved by the Board of Directors in January 2021. One part of the plan recommended implementing a microtransit pilot program to replace low-performing fixed-route service. TMD worked with RTA to develop an RFI and scope of work for an RFP to procure a vendor to operate and provide software for the microtransit pilot. RTA’s first microtransit pilot GoMicro was implemented in December 2022.
